Subject to the provisions of Article 83 of the Law No. 10/2012 of 02/05/2012 Governing Urban Planning and Building in Rwanda, a permit shall be required for:

1.      Development /New construction;

2.      Extension (vertical/ horizontal);

3.      Refurbishment of existing building with structural alteration;

4.      Rehabilitation and refurbishment without structural alteration;

5.      Occupancy;

6.      Change of use/occupancy; and

7.      Demolition (full or partial).
